Who in the company should issue declarations

This question comes up in almost every implementation discussion, and it has no technical answer — it has an organisational one.

The application prepares, the person is responsible

The software collects data, performs calculations and compiles the document. It does not replace the decision as to whether the evidence collected is sufficient. That decision is made by the signatory, and it is their name that appears on the declaration of conformity.

Who this usually is

In smaller companies: the owner or the person responsible for quality. In larger ones: the quality or compliance department, sometimes together with procurement — because procurement is in contact with suppliers and will obtain the missing documents.

How to divide this in the application

The people entering data and the signatory are usually different people. It is worth establishing that the document is issued only after the gaps have been reviewed — the application shows them clearly, so the signatory can see what is documented and what has been taken on trust.
