Conditional vs full declaration

Not every item of packaging can be documented in full at the first attempt. In that case, the application does not block the issuing of the document — it marks it accordingly.

Full

All components have supporting evidence assigned, and all required values come from documents. Nothing is taken at face value.

Conditional

Some data comes from supplier declarations or has been entered manually without supporting evidence. The declaration then states explicitly which items are undocumented — it does not hide them in the text.

Why issue a conditional one at all

Because it shows the actual situation and presents it honestly. A document stating “these three items are based on a supplier declaration” is better than no document and better than a document pretending to be complete. During an inspection, the difference between “we did not know” and “we knew and described it” can be crucial.

How to move from conditional to full

Add the missing supporting evidence and issue a new version. The previous one remains in the archive — the document history is part of the documentation, not rubbish to be deleted.
